The leaders of the Group of Eight industrial countries endorse an intriguing but unproven approach to address the developing world's problems using technology to leapfrog the barriers that keep many countries in poverty. During their meeting on the southern Japanese island of Okinawa, the leaders adopt an Okinawa Charter that establishes a G-8 "dot force" initiative to help poorer countries connect to the Internet more quickly and use technology to promote health and education.
