Japan and South Korea reach an agreement to resolve the long-standing dispute over the "comfort women" issue from World War II. Japanese Prime Minister Shinzō Abe will issue a formal apology to the victims, and Tokyo will establish an aid fund of 1 billion yen ($8.3 million).
