Congolese Prime Minister Augustin Matata Ponyo resigns as part of a national dialogue framework agreement. The agreement stipulates that an opposition leader assumes the position of Prime Minister and endorses the 2018 presidential election proposed by the electoral commission, allowing President Joseph Kabila to remain in office until then.
