Blackstone and ArcLight Capital Partners are in the final stages of acquiring four power plants from American Electric Power Co. for about $2.1 billion. The deal includes a coal-fired plant in Ohio and three natural-gas plants in Indiana and Ohio. Slumping wholesale electricity rates and low demand have put pressure on independent power generators like AEP.
