Twenty-three European Union countries sign a defense integration pact known as the Permanent Structured Cooperation (PESCO). France and Germany spearhead the initiative, with 21 other EU governments joining, to enhance European defense capabilities. Several EU members, including the United Kingdom, opt out of the pact. The signing of the agreement is a step toward further integration and cooperation in defense within the EU.
