President Joe Biden has signed an order to unfreeze $7 billion in Afghan assets, with the money divided between humanitarian aid for Afghanistan and a fund for Sept. 11 victims. Although no immediate release of funds will occur, $3.5 billion will be allocated to a trust fund for Afghan relief, while the remaining $3.5 billion will finance payments to U.S. terrorism victims through ongoing lawsuits. The order aims to ensure the funds reach the Afghan people while preventing the Taliban and malicious actors from accessing them.
