Philippines President Rodrigo Duterte signs a law raising the minimum age of sexual consent from 12 to 16, aiming to protect minors from rape and abuse. Previously, the Philippines had one of the world's lowest consent ages, second only to Nigeria. The new law, which is gender-neutral, criminalizes sexual contact with anyone under 16, unless the age gap is three years or less and the relationship is consensual and non-exploitative. A 2015 study revealed seven out of ten rape victims in the Philippines were children.
